It is common knowledge among humans and vampires alike that their county is ruled by a council of thirteen vampires. These thirteen are known simply as the Elders. They are supposed to be the first vampires ever to be created, though recently there has been some speculation on this subject. (It is true that they are, though through generations of common folk and the rather aloof style of ruling, the truth has become askew.)

The first names of these thirteen are very well known among Trefearians, though their appearances (and often last names) are kept a well kept secret.

To keep the country in line, the Elders make their actions well known, but not directly. (ie: catching a serial murderer then hanging him in the town square with a note of warning, cautioning all people who challenge their laws.)

Though, when not "on duty," the Elders lead (fairly) normal lives among the citizens of both Trefeare' and Caybellia. Some stay put in cities of their choice, others move around quite a bit. It's a matter of their personal choice.

Otherwise, the government itself is rather small. There are representatives from each city, both human and vampire, who meet with the Elders whenever necessary to work out any problems that may arise.
